Supplement Registration Indonesia

Launching a health supplement in Indonesia requires a clear product category and an organised dossier. MDM helps international brands and importers review the formula, proposed use and supporting documentation before application work begins.

Who needs this service?

This service supports overseas supplement manufacturers, brand owners and Indonesian importers preparing a new launch or extending a portfolio. Bring the exact formula, dosage form, recommended daily intake and proposed claims to the first review.

A product described commercially as a “nutraceutical” still needs a regulatory-category assessment. Do not plan the dossier from the marketing term alone. Products that belong in the processed-food category should follow the food-registration pathway.

BPOM registration and applicant readiness

BPOM provides the ASROT system for traditional-medicine and health-supplement registration. Its importer account guidance lists NIB/KBLI, NPWP, an account-authorisation letter, importer recommendation and manufacturer GMP evidence. Imported-product documentation includes an agency appointment and a free-sale certificate or accepted equivalent. See BPOM’s account and imported-product guidance.

MDM can help review the proposed local applicant and organise the document requests. Confirm responsibilities between the brand, manufacturer and importer before treating the project as ready for submission.

Formula, dosage and proposed claims

Create one product brief that connects the formula to how the consumer is instructed to use it. Include ingredient quantities per unit and per recommended daily intake, the intended user group, warnings on current packaging and every proposed claim.

For a range of related products, highlight the differences. A changed dose, ingredient or intended user should be visible to the reviewer instead of hidden in a new artwork file. MDM’s initial review can identify classification questions and information needed for a more detailed assessment.

Documents to organise

Prepare the following for an initial project review. This is an information-gathering list, not a claim that every item has the same filing requirement for every supplement:

  • Product definition: full formula, ingredient specifications, dosage form, daily-use instructions and product variants.
  • Manufacturer file: production-site details, available manufacturing certificates and the proposed appointment arrangement.
  • Quality information: specifications, analysis reports and available stability data, with a clear record of the tested formula and packaging.
  • Commercial presentation: label artwork, pack photographs, warnings and the evidence available to support proposed claims.
  • Local applicant: company details, current permissions and the person coordinating the account and submission.

BPOM’s service guidance points to its 2025 stability-testing guideline for supplements. Check whether the available data support the proposed shelf life rather than assuming an overseas dossier is ready unchanged. See the stability and registration guidance.

Prepare halal documentation alongside the supplement dossier

Include a product-specific halal review in the launch plan. Start with the full formula, recommended use, ingredient origins, manufacturing process and available certificates. For capsules and other multi-component products, make the composition of shells, carriers and processing aids visible in the document request.

The review should establish the applicable requirement and pathway, identify the documents still needed from the manufacturer and allocate responsibility for Indonesian submission or registration work. Keep this record aligned with the exact formula and manufacturing site used for the BPOM project.

BPJPH has confirmed implementation from 18 October 2026 and has separately announced work on special provisions for certain situations. Verify any issued provision before applying it to a supplement project. (BPJPH statement, 9 October 2026)

How MDM supports the project

  1. Review category and scope. Examine the formula, intended use and proposed market presentation.
  2. Map the evidence. Identify available manufacturer documents, product information and outstanding questions.
  3. Coordinate preparation. Agree document owners, label revisions and a submission work plan with the local applicant.
  4. Support the application. Coordinate filing work and follow-up responses within the agreed engagement.
  5. Plan ongoing responsibilities. Organise the handover of product records and identify future regulatory and import-support needs.

The regulatory decision belongs to BPOM. Advisory support does not replace its evaluation.

Timeline and budget dependencies

The most useful starting point is a gap list, not a promised approval date. Separate the time needed to clarify the product category, obtain manufacturer documents, resolve evidence gaps and prepare the application from the authority’s review period.

If testing or additional manufacturer data are needed, identify that work before committing to a launch. Request a scoped estimate that distinguishes advisory work, official charges and external work such as testing or translation. Revisions and authority queries may change the schedule.

Issues that deserve an early review

  • The label’s daily-use instructions do not match the dose stated in the product brief.
  • The proposed claim has no clearly identified supporting evidence.
  • The certificate, test report and label refer to different formulas, sites or product names.
  • The manufacturer cannot yet supply the documentation or data needed for the intended launch.

Frequently asked questions

Are supplement and food registration interchangeable?

No. Establish the product category first. The supplement project should be reviewed using its formula, dosage form, intended use and claims rather than a food checklist.

Where are health-supplement applications handled?

BPOM links applicants to ASROT for traditional-medicine and health-supplement registration. The company-account and product stages should be planned together.

What should I send first?

Send the full formula, quantities per unit and daily intake, labels, intended claims, manufacturing country and a list of available certificates and test data. Include your proposed Indonesian applicant if already chosen.

Should I finalise packaging before the review?

Provide draft artwork early and keep it aligned with the product brief. Resolving questions before a commercial print run can reduce rework.

Can food and supplements in one portfolio be assessed together?

Yes, the portfolio can be scoped together, while each product follows its applicable regulatory pathway. Clearly separate product categories and document sets in the initial list.

What should we provide for an initial halal review?

Send the complete formula, ingredient-origin information, production-site details, process information, existing certificates and intended launch date. Include the proposed Indonesian applicant and importer. This preparation list supports assessment; the final filing checklist depends on the applicable pathway.
