SNI Certification Indonesia

Some industrial products can only be sold in Indonesia if they meet a mandatory Indonesian National Standard (SNI). MDM helps manufacturers and importers confirm whether SNI applies and organise certification before goods ship.

Who needs this service?

This service is for manufacturers, brand owners and importers of industrial products, including machinery and equipment, chemicals and construction materials. It is most useful before the first shipment, and before you change a product, factory or importer.

Start with the exact product: its specification, HS code, intended use and manufacturing site. Whether SNI applies depends on the product and the standard named in the regulation, not on a broad sector label.

Mandatory or voluntary SNI

Most SNI standards are voluntary. Technical ministries can make a specific SNI mandatory by regulation, and it then applies to domestic and imported products alike. The Ministry of Industry (Kemenperin) publishes the list of mandatory standards for industrial products. See Kemenperin’s mandatory-SNI list.

In November 2024 Kemenperin announced 16 new mandatory-standard regulations. They cover building materials such as cement, ceramic tiles and prestressed steel wire; equipment such as valves, stoves and LPG hoses; and chemicals such as calcium carbide, sodium tripolyphosphate, aluminium sulphate and zinc oxide. See the Kemenperin announcement.

A voluntary SNI can still be useful in commercial tenders or customer specifications. In that case it is a market choice rather than a legal condition of sale.

SNI certification (SPPT-SNI)

For products under Kemenperin regulations, certification runs through the SIINas system in two stages. A designated product certification body (LSPro) carries out the conformity assessment, then Kemenperin approves use of the SNI mark. Designated testing laboratories carry out product testing. See Kemenperin’s description of the process.

Depending on the product’s regulation, assessment can include a factory audit, sampling, laboratory testing and ongoing surveillance. Kemenperin also requires foreign manufacturers to appoint an official representative in Indonesia, who takes responsibility for the products. Imported goods must enter that representative’s warehouse before distribution.

Goods registration number (NPB)

Goods subject to a mandatory SNI, whether made locally or imported, also need a goods registration number (NPB) from the Ministry of Trade. Importers apply through the OSS system using the SPPT-SNI or another conformity certificate. Changes are made through INATRADE. The ministry’s service standard is a maximum of three working days after it receives a complete and correct application. See the Ministry of Trade NPB service.

Machinery, chemicals and building materials

  • Machinery and equipment: check whether the product, or a component such as a valve, hose or electrical part, falls under a mandatory SNI. Installation and operation can involve separate safety or operating approvals, so scope those separately.
  • Chemicals: mandatory SNI is usually tied to a specific substance and grade. Chemicals can also be subject to separate import or hazardous-substance rules, so check those alongside SNI.
  • Building materials: products such as cement and ceramic tiles carry SNI marking requirements. Make sure packaging and product marking follow the certified type.

Information to prepare

Prepare this for an initial project review. Exact requirements depend on the product’s regulation and the certification body:

  • Product data: model or type list, technical specifications, HS codes, intended use and existing test reports.
  • Manufacturer data: factory address, quality-management certificates and production-process overview.
  • Indonesian party: the importer or official representative, its NIB and its warehouse address.
  • Marking and packaging: current labels, product marking and the proposed SNI marking.
  • Commercial plan: expected first shipment date, volumes and any product variants planned.

How MDM supports the project

  1. Confirm the scope. Check the product and HS code against current mandatory-SNI regulations and related requirements.
  2. Map the parties. Clarify the roles of the manufacturer, the Indonesian representative or importer and the certification body.
  3. Organise the evidence. Collect technical documents, plan testing and prepare for any factory audit.
  4. Coordinate certification and NPB. Follow the SPPT-SNI application and the goods registration within the agreed engagement.
  5. Plan ongoing obligations. Track surveillance, certificate validity and product changes that may need re-assessment.

The certification body and the competent ministries make the decisions. Advisory support does not replace their assessment.

Timeline and budget dependencies

Timing depends on whether testing can use existing reports, how quickly a factory audit can be scheduled, laboratory capacity and how complete the technical file is. Treat the NPB service standard as only one step in the plan.

Ask for an estimate that separates advisory work, certification-body fees, testing, audit travel and official charges. Product changes, new factories or new variants may need additional assessment.

Issues to review early

  • The HS code or specification has not been checked against the current regulation, so SNI applicability is assumed.
  • Goods are shipped before the SPPT-SNI and NPB are in place.
  • The certified type, factory or brand does not match what is actually shipped.
  • No Indonesian representative or warehouse is ready to take responsibility for the products.
  • Other import or product rules, such as hazardous-substance requirements for chemicals, are overlooked.

Frequently asked questions

Does every imported industrial product need SNI?

No. SNI is mandatory only for products covered by a ministry regulation. Check each product against the current list and the regulation’s scope.

What is the difference between SPPT-SNI and NPB?

SPPT-SNI is the certificate that confirms the product may carry the SNI mark. NPB is the goods registration number from the Ministry of Trade for goods with a mandatory SNI, and it is based on that certificate.

Can an overseas manufacturer apply on its own?

For products under Kemenperin’s mandatory standards, foreign manufacturers need an official representative in Indonesia who takes responsibility for the products. Plan that role early.

Will an international certificate such as CE be accepted instead?

Do not assume so. Existing test reports may support the assessment, but SNI conformity is decided under the Indonesian scheme for that product.

Are machinery installation approvals included?

Installation or operating approvals can sit under other authorities. MDM can identify them during scoping so they are planned together with SNI.
